Turkish Authorities Detain Finance Executives Amid Ponzi Scheme Investigation
On September 19, Turkish authorities detained several high-ranking executives from Tera Holding and Pusula Holding as part of a major investigation into suspected Ponzi-like schemes. Among those arrested was Tera Holding Chairman Emre Tezmen, while warrants were issued for Pusula Holding Chairman Serdar Turhan. The investigation has led to the liquidation of approximately 130 investment funds, valued at around $18.3 billion, by Turkey's Capital Markets Board, known as the SPK.
The crackdown follows alarming patterns of suspicious trading that triggered formal complaints from the SPK. This has resulted in widespread investor panic, mass redemptions, and liquidity crises, with some of Turkey's largest funds reportedly unable to meet withdrawal requests. Notably, two funds managed by Tera faced redemption defaults totaling approximately $7.5 billion, contributing to a significant drop in the BIST 100 index, which fell between 6% and 8%, prompting temporary trading halts on Borsa Istanbul.
Earlier arrests in the investigation included Pusula Portföy Chairman Muhammed Yariz and Destek Yatırım Chairman Altunç Kumova, indicating a broadening scope of the inquiry. Turkish Justice Minister Akın Gürlek condemned the alleged schemes for targeting ordinary citizens' savings through dubious practices, suggesting a systemic issue within the country's investment management sector. The SPK's decision to liquidate the funds rather than impose fines or suspend trading indicates serious concerns about the accuracy of reported assets in these investment vehicles.
