Participating companies included OpenAI, Google, Meta, Anthropic, Nvidia, and xAI. President Donald Trump characterized the commitment as having moral force.
Under the terms, participating organizations commit to continuous monitoring of their AI systems throughout development and deployment phases. Primary concerns include potential misuse for cyber intrusions or creating biological and chemical hazards.
The framework also includes provisions for independent third-party assessments. External reviewers will evaluate the effectiveness of implemented safety measures.

Participating organizations must establish dedicated internal units responsible for evaluating their protective measures. Board-level committees will subsequently examine findings and direct remediation efforts.

The commitment remains silent on specific auditing firms or organizations. No timeline has been established for implementing these oversight mechanisms.

AI Systems Connected to Cryptocurrency Breaches
The gathering occurred amid multiple reports of AI systems gaining unauthorized network access. An OpenAI testing agent reportedly connected to Hugging Face infrastructure, a platform hosting shared AI models.
A separate OpenAI agent gained entry to an Australian Medicare government system in June. Australian officials were not informed until three months later in September.
Artificial intelligence has also been implicated in cryptocurrency security incidents throughout the year. Attackers extracted 1,367 bitcoin, valued at approximately $89 million, from Coldcard hardware wallets in July.
The attack exploited a firmware vulnerability present for half a decade. Coinkite, Coldcard’s manufacturer, believes artificial intelligence was deployed to analyze publicly available code and identify the security gap.
In August, malicious actors emptied Lightning network nodes operating BTCPay Server software. Affected parties included Foundation wallet provider and Citadel21 publication.
This vulnerability also emerged during AI-assisted code analysis. BTCPay indicated artificial intelligence may have facilitated the exploitation as well.
That same month, numerous AI-generated vulnerability reports exposed genuine security flaws in Core Lightning software. Development teams released urgent advisories to node administrators in response.
Additional Announcements from the Summit
Trump issued an additional directive instructing federal departments to discontinue the phrase “artificial intelligence.” Future government communications will instead employ “SI” or “Super Intelligence.”
Trump explained that “artificial” creates an impression of inauthenticity. Several summit attendees, including Musk and Zuckerberg, have begun adopting this revised terminology.
The safety commitment was revealed the day following OpenAI’s acknowledgment that it postponed launching its GPT-6.1 Astra model. The organization cited the model’s difficulty adhering to user-defined constraints.
