      Circle President Advocates for CLARITY Act to Enhance Digital Asset Regulation

      Heath Tarbert, President of Circle and former Chairman of the Commodity Futures Trading Commission (CFTC), addressed the U.S. House Financial Services Committee, emphasizing the importance of the recently passed GENIUS Act. He described it as a foundational step in creating a federal regulatory framework for payment stablecoins, which he likened to establishing a 'dollar layer' for the internet's financial ecosystem.

      During the hearing, Tarbert called on Congress to advance the CLARITY Act as a necessary next step to solidify the long-term regulatory framework for the digital asset market layer. He highlighted the need for comprehensive regulations that would encompass both domestic and foreign stablecoin issuers.

      Tarbert also pointed out that the final implementation rules of the GENIUS Act should address regulatory arbitrage by ensuring that offshore stablecoins are subject to similar restrictions as those operating within the U.S. This would require intermediary institutions serving U.S. customers to adhere to stringent regulatory standards, thereby promoting a level playing field in the digital asset space.
