What actually happened to XRP this year
The twelve-month shape is a long grind down followed by a sharp base. XRP peaked at $3.042 on 4 October 2025, spent the following ten months losing ground in steps, and bottomed at $0.9927 on 17 August 2026 — a drawdown of 67% from high to low. The recovery since has been fast: back above $1.50 by 22 September and holding a $1.50–1.57 range into the end of the month.
The September legislative episode is worth getting exactly right, because a great deal of coverage has the date and the mechanism wrong. The CLARITY Act would assign market-structure oversight of digital assets like XRP largely to commodity regulation rather than securities regulation, clarifying how secondary-market trading and tokenised assets are treated at federal level. Two readings follow, and the second is the interesting one.
The obvious reading is that with three sessions left in September, these are very short-dated contracts and the tails are naturally thin. True, and it means you should not annualise them.
The non-obvious reading is the shape. The distribution is sharply asymmetric in a way that contradicts the standard crypto-bull framing. The market gives a 22.5% chance of a 9% drop to $1.40 and only a 7% chance of a 17% rise to $1.80. Weight those and the near-term skew is meaningfully negative even though XRP has just rallied 55% off its low. Traders with money down are treating the recovery as fragile, not as the start of a trend. That is the opposite of what the sentiment channels are saying, and it is the single most useful input available for the twelve-month frame.

The regulatory tension, without the wishful thinking

A 49-50 cloture failure is close. It is also a failure, and it means the earliest realistic path runs through a new legislative window rather than an amendment in the current one.
Meanwhile the protocol itself keeps shipping. The path: a CLARITY Act or successor bill clears the Senate in the next congressional window, institutional allocators who have explicitly cited market-structure uncertainty begin sizing positions, and spot ETF inflows shift from erratic to sustained.
The honest caveat, and it is a large one: the prediction market currently assigns a 0.4% probability to XRP touching $3.00 within the current month. A twelve-month horizon is a completely different proposition from a three-day one, so those numbers are not directly comparable — but the direction of the disagreement should temper any expectation that $2.90 arrives quickly or easily. It requires a specific political event that has already failed once this year.
Bear case: $0.85
The bear case requires nothing to happen at all.
$0.85 is roughly 45% below spot and 14% below the 17 August low of $0.9927 — a level XRP has not traded at in this cycle, which is what makes it a genuine bear case rather than a retest. The path: the legislative window closes without a vote, ETF flows go flat or negative, and XRP resumes the pattern that defined the ten months from October 2025 to August 2026, in which every rally was sold.
The structural argument underneath it is simple. XRP is down 45.2% over twelve months and 16.5% year to date in a period when risk appetite was, on the whole, strong. An asset that cannot hold gains in a supportive tape is unlikely to hold them in an unsupportive one. The August low was not produced by a crisis; it was produced by exhaustion, and exhaustion can go further than a crisis.

1. XRP ends September between $1.40 and $1.60. The causal chain is straightforward: Polymarket prices a 57% chance of touching $1.60 and a 22.5% chance of touching $1.40, with everything beyond those in low single digits. With three sessions remaining and no scheduled catalyst, the central case is a continuation of the current range. This is the most falsifiable call on this page and it resolves within days.
2. The next CLARITY vote moves XRP less than the last one did. The September round trip is the evidence — a 9.8% drop fully recovered in eleven days. Markets de-sensitise to repeated legislative failure, and the second failure of the same bill is a smaller surprise than the first. Expect a smaller absolute move on the next vote in either direction, which also means a successful vote may deliver less upside than bulls are modelling.
3. ETF flow data becomes the dominant weekly signal, displacing legislative headlines. With the securities question settled and market structure stalled, the marginal buyer is the ETF channel.
