      Key Highlights

      • COIN shares dropped 10.1% following the Senate’s rejection of the CLARITY Act on September 15
      • A 25-basis-point Federal Reserve rate hike on September 16 compounded the selling pressure
      • On September 17, the SEC introduced a framework enabling tokenized U.S. stock trading via blockchain platforms

Shares of COIN closed at $170.40 on Thursday, marking a 3.74% increase for the session. The exchange operator has seen its stock decline approximately 50% over the trailing twelve months, mirroring weakness across the cryptocurrency sector where Bitcoin has retreated roughly 34% during the same timeframe.

September 14 brought a surge exceeding 10% for COIN as market participants positioned ahead of an expected Senate vote on the CLARITY Act, proposed legislation aimed at providing regulatory clarity for digital asset companies.

The enthusiasm proved short-lived. When the CLARITY Act failed to advance through a Senate procedural hurdle on September 15, COIN tumbled 10.1%. The selloff rippled across crypto-related equities: Circle surrendered 11.5%, Robinhood declined 3.4%, and Strategy fell 5.4%. Bitcoin dipped beneath the $76,000 threshold.

Market conditions deteriorated further when the Federal Reserve implemented a 25-basis-point rate increase on September 16.

Regulatory Relief Arrives From the SEC

Just 48 hours after the CLARITY Act’s setback, the SEC exercised its regulatory powers to move forward with portions of the crypto policy discussion.

The SEC announced on September 17 that it would grant two conditional five-year exemptions, permitting select blockchain-based platforms and market makers to enable trading of tokenized versions of U.S. equities.

According to the new guidelines, tokenized securities must preserve all attributes of traditional shares, encompassing dividend distributions and shareholder voting privileges. Additionally, corporations will receive 30-day advance notification and retain the right to oppose tokenization of their securities.

The regulatory framework became effective immediately and may pave the way for around-the-clock trading sessions and blockchain-powered settlement systems, capabilities that already exist within cryptocurrency markets.

SEC Chair Paul Atkins stated the exemption is “designed to resolve challenges that have prevented responsible innovation from taking root in the United States while providing investor protections and market integrity standards.”

Financial markets reacted favorably to the development. Beyond COIN’s 3.74% advance, Circle appreciated 4.2%, Robinhood increased 3.25%, and Strategy gained 5.22%. Bitcoin rebounded to approximately $76,560, advancing 1.1%, while Ether jumped 2.6% and Solana climbed 3.2%.

      Operational Momentum at Coinbase Continues

Notwithstanding volatile share price movements, Coinbase has demonstrated improving operational performance.

During the second quarter, the platform’s portion of worldwide cryptocurrency trading volume expanded to 10.3% from 9.1% in the prior quarter, representing the third consecutive period of market share expansion and reaching the highest level in the company’s operating history.

Prediction markets have developed into a rapidly expanding revenue stream. Transaction volume and revenue from prediction market activities increased 106% on a year-over-year basis in Q2, crossing the $100 million threshold in annualized revenue.

The company also implemented a 14% workforce reduction in May 2026 and revised its full-year adjusted expense forecast to a range of $4.2 billion to $4.45 billion, down from earlier guidance spanning $4.25 billion to $4.6 billion.

The consensus price target among 28 Wall Street analysts currently stands at $201.31, indicating potential appreciation of approximately 16% from Thursday’s closing price of $170.40.
