Shares of D-Wave Quantum surged over 4.5% Tuesday following the company’s announcement that it has finalized a binding agreement with the U.S. Department of Commerce for CHIPS and Science Act funding totaling up to $100 million. Pre-market trading showed the stock at approximately $16.96, representing a 2.29% gain ahead of the opening bell.
While the funding arrangement was previously outlined in a Letter of Intent, Tuesday’s statement marks the formal completion of the agreement.
According to D-Wave, the allocated capital will support research and development initiatives across both annealing and gate-model quantum computing platforms. This dual-technology approach distinguishes D-Wave from many competitors in the quantum computing space.
The investment will enable construction of a 100,000-qubit annealing platform. Planned applications span optimization challenges, materials science simulations, blockchain technology, and artificial intelligence workloads.
Additionally, D-Wave intends to develop a 10,000-qubit gate-model platform. This architecture will support 100 logical qubits with capacity for over one million operations, targeting quantum chemistry and quantum AI applications.
Chief Executive Officer Alan Baratz praised the award as validation of American leadership in quantum technology advancement. He emphasized the funding will accelerate D-Wave’s domestic quantum infrastructure and bolster supply chain resilience.
Federal Government Receives Ownership Stake
The funding comes with strings attached. In exchange for the capital infusion, the U.S. Department of Commerce will acquire a minority, non-controlling ownership position in D-Wave. The company characterized this arrangement as a mechanism to provide potential value to American taxpayers.
This agreement aligns with the CHIPS and Science Act’s broader objectives to enhance domestic leadership in cutting-edge technologies, including quantum computing infrastructure.
Chart Analysis Shows Continued Weakness
The positive news hasn’t translated into technical strength for QBTS. Shares currently trade 9.5% beneath the 20-day simple moving average of $18.81 and more than 20% under the 200-day SMA of $21.52.
The MACD indicator continues trading below its signal line with negative histogram readings. Additionally, a death cross pattern emerged in March when the 50-day SMA dropped below the 200-day SMA, signaling bearish momentum.
Market participants are monitoring resistance at $19.50 and support around the $16 level.
Despite technical headwinds, analyst outlook remains constructive. The stock carries a Buy consensus with an average target of $38.78. Rosenblatt continues its Buy rating with a $43 price objective established in August, while Wedbush maintains an Outperform stance with a $40 target.
Investors can also gain D-Wave exposure through quantum-focused exchange-traded funds, including the WisdomTree Quantum Computing Fund (WQTM) and the Tradr 2X Long QBTS Daily ETF (QBTX).
