In a significant development, the Ethereum Foundation has identified two critical proposals that will serve as the foundation for its forthcoming Hegotá upgrade. These mandatory components—FOCIL and Frame Transactions—will establish both the boundaries and timeline for this important network fork.
Ethereum’s Protocol cluster undertook an extensive analysis of 62 distinct Ethereum Improvement Proposals, incorporating feedback from roughly 60 technical experts and researchers. This marks a departure from previous approaches, as it represents the first instance where the Protocol cluster has issued a consolidated, unified assessment rather than fragmented perspectives from various development teams.
Understanding FOCIL and Frame Transactions
FOCIL, officially designated as EIP-7805, addresses concerns around censorship resistance. This proposal would empower a committee of validators to mandate the inclusion of legitimate transactions from the public mempool, effectively preventing powerful block builders from censoring or excluding specific transactions.
Frame Transactions, identified as EIP-8141, delivers native account abstraction functionality to the Ethereum network. This innovation divides transactions into modular, programmable components handling validation, gas fees, and execution separately. The result enables wallets to implement customized signature schemes and execute batched operations without depending on external off-chain infrastructure.
These two proposals collectively represent what the Foundation describes as the “core engineering commitment” underpinning the Hegotá upgrade. Should either proposal face potential elimination, the Foundation has committed to modifying the upgrade timeline rather than abandoning the feature.
In addition to these priority items, 15 proposals received A-tier classification, indicating strong likelihood of implementation unless technical or resource limitations intervene. Eight additional proposals are under active consideration, seven remain possibilities despite lower rankings, and 28 have been excluded from the current upgrade cycle.
The 2029 Deadline for Quantum-Proof Ethereum
Accompanying the Hegotá proposal rankings, the Foundation released a comprehensive priorities document. The overarching objective, described as the “north star” goal, involves achieving complete quantum resistance throughout Ethereum’s execution, consensus, and data layers by December 2029.
This ambitious deadline corresponds with similar migration schedules established by major technology companies including Google, Cloudflare, and Microsoft. The Foundation emphasized its commitment to treating 2029 as a non-negotiable deadline, subject to reassessment in January 2027 following consultation with external quantum computing specialists.
While the Foundation recognizes that most authoritative projections place “Q-day”—the point at which quantum computers pose a genuine cryptographic threat—beyond 2030, it has deliberately chosen to establish an aggressive internal milestone rather than adopt a wait-and-see approach.
It’s important to note that Hegotá itself is not the quantum-resistant fork. Instead, it serves as the critical upgrade that maintains the development trajectory necessary for subsequent post-quantum implementations.
Achieving the December 2029 objective from the Glamsterdam fork, anticipated in late 2026, necessitates maintaining an average development cycle of 7.2 months per fork. The Foundation has openly acknowledged that this schedule provides minimal margin for delays or complications.
Two EIPs currently lack formal rankings pending the availability of mainnet performance data from Glamsterdam. Development teams could commence Hegotá implementation work in late 2026 following Glamsterdam’s successful deployment.
The network’s most recent significant upgrade, Fusaka, activated on December 3, 2025. This update primarily modified how nodes process rollup data, substantially reducing bandwidth demands while simultaneously expanding data throughput capacity for layer-2 scaling solutions.
Post-quantum preparedness represents one of five major multi-fork research initiatives guiding Ethereum protocol development, alongside efforts focused on fast finality, privacy enhancements, state management, and zkEVM integration.
