17 Countries Including the U.S. Back the "Kyoto Vision," Aiming to Expand Research AI and Computing Access and Reform Research Funding

PANews reported on October 5, citing Zhitong Finance, that 17 countries including the United States, Japan, the United Kingdom, and Germany jointly endorsed the "Kyoto Vision for a Golden Age of Science" on October 4 at the 23rd Annual Meeting of the Science and Technology in Society forum held in Kyoto, proposing to expand researchers' access to AI tools, scientific data, computing infrastructure, and experimental facilities, and to reform research funding and the organization of research institutions. The declaration encourages the use of AI for knowledge analysis, modeling of physical and biological systems, and autonomous closed-loop research, and proposes supporting high-risk, high-potential research through various means such as long-term funding, rapid grants, prizes, and challenges, while reducing unnecessary administrative burdens on researchers. Participating countries also support the development of "metascience" to evaluate the effectiveness of different research organizations and funding mechanisms, and emphasize research reproducibility, transparency, and recognition of negative results. The declaration also proposes strengthening the cultivation of young research talent and cross-disciplinary cooperation, and countries will advance the implementation of relevant policies through their own research institutions and international cooperation projects.
