Financial Stability Board Highlights Risks of Stablecoins in Crisis Situations

The Financial Stability Board (FSB) has issued a warning regarding the untested nature of crisis-management frameworks for global stablecoin arrangements. On October 12, 2026, the FSB released a note titled 'Global stablecoin arrangements: Cross-border vulnerabilities and financial stability monitoring,' which emphasizes the lack of real-world stress testing for major stablecoins during severe financial distress. This communication was directed to G20 finance ministers and central bank governors by FSB Chair Andrew Bailey.

The FSB identified significant regulatory gaps that could jeopardize the stability of global stablecoins, particularly those with multi-issuer structures. In these arrangements, different entities issue the same token while maintaining reserves in various jurisdictions. The FSB cited examples such as Circle's USDC and Paxos Global Dollar, noting that redemption pressures on one issuer could undermine confidence in the entire token, regardless of the distribution of reserves.

Despite the potential of stablecoins to transform payment systems, their primary use remains within cryptocurrency markets and as a store of value in emerging markets and developing economies. The stablecoin market was valued at approximately $300 billion as of mid-2026, with 99% of these coins pegged to the US dollar. The FSB's previous recommendations in 2023 highlighted the need for comprehensive regulatory frameworks, yet a 2025 survey revealed that only 11 out of 28 jurisdictions had established such frameworks.

The FSB is advocating for improved cross-border data sharing among regulatory authorities, full implementation of its 2023 recommendations, and further research into managing potential stablecoin crises. This call to action aims to address the challenges faced by regulators in overseeing assets tied to currencies they do not control, particularly as stablecoins continue to grow in significance in the global financial landscape.
