      PayPal Europe Halts Bitcoin Purchases in Luxembourg Due to New Tax Rules

      PayPal has suspended cryptocurrency purchases for its users in Luxembourg, effective June 25, 2026. This decision is a response to the implementation of the Crypto-Asset Reporting Framework (CARF), established by the Organisation for Economic Co-operation and Development (OECD). The framework requires PayPal to collect and verify detailed customer information before facilitating new buy orders for Bitcoin and other cryptocurrencies.

      While new purchases are frozen, users in Luxembourg can still manage and sell their existing crypto holdings on the platform. The CARF mandates that companies facilitating crypto transactions gather specific data from customers, including addresses and tax identification numbers, which will be reported to Luxembourg's tax authority, the Administration des Contributions Directes (ACD). This data can then be shared with tax authorities in other jurisdictions.

      PayPal anticipates resuming crypto purchases by the end of 2026, indicating that the pause is part of a broader compliance and engineering project rather than a withdrawal from the cryptocurrency market. The suspension is limited to Luxembourg and does not affect users in other regions. The implementation of CARF in Luxembourg aligns with broader international efforts to regulate cryptocurrency transactions, as the European Union has integrated it into its DAC8 directive regarding taxation cooperation.
