      Iraq tightens public contracts scrutiny in corruption crackdown

      Iraq is tightening scrutiny of government contracts as part of Prime Minister Ali Al-Zaidi’s anti-corruption drive.

      The country’s top financial watchdog has introduced additional checks before deals can be finalised.

      The Federal Board of Supreme Audit (FBSA) said the new system would allow it to review contracts and projects across state institutions before approval, helping identify potential violations.

      FBSA chairman Ammar Al-Mashadani said the board had devised a mechanism to monitor contracts before approving them.

      “The board has adopted a process for auditing contracts, and all state institutions are subject to the Bureau’s audit. The goal of the audit is to correct the course, not to escalate the error,” he told the state news agency.

      “The implementation of this phase has become rapid and precise, and we will see its fruits in future contracts,” he added.

      Iraq, which controls the world’s fifth-largest recoverable oil deposits, has recovered millions of dollars in allegedly stolen funds during the ongoing clampdown. The crackdown has also led to the imprisonment of many officials and former public servants.

      In July, Al-Mashadani said the FBSA had launched a probe to trace ID100 trillion ($77 billion) allegedly lent to government officials, ministries and other public entities over the past 22 years.

      He said the loans remained unpaid, although some date back to 2004 and were provided by the finance ministry, central bank and other official bodies.

      “The contracting process is lengthy and complex, involving stages related to tendering, public announcement and evaluation,” Al-Mashadani said on Thursday.

      Iraq has performed poorly in global corruption indices in recent years. The country ranked 136th out of 182 countries in the latest corruption index compiled by Berlin-based Transparency International.
