CFTC Proposes New Crypto Market Rules for White House Review

The Commodity Futures Trading Commission (CFTC) has submitted a proposal to establish a regulatory framework for cryptocurrency markets to the White House’s Office of Management and Budget (OMB). This move comes after the CLARITY Act, which aimed to provide comprehensive regulations for the crypto sector, stalled in the U.S. Senate. The proposal was officially received by the OMB on September 17, 2026.

CFTC Chairman Michael Selig indicated that the agency is taking proactive steps to create rules under its existing authority. The proposed framework includes the establishment of a new category of 'crypto asset market' for eligible exchanges and would allow for leveraged or margined trading of cryptocurrencies. This initiative could lead to increased regulatory clarity in the crypto markets, potentially influencing global financial regulations.

The proposal is currently under review by the OMB and may undergo revisions before it is returned to the CFTC for a vote. If the proposal is approved, the CFTC plans to seek public comments before drafting a final rule, which will also require approval from the commission before it can take effect.
