Financial Action Task Force Highlights Money Laundering Risks in Online Gaming

The Financial Action Task Force (FATF) has issued a significant report detailing the risks of money laundering and terrorist financing associated with the online gaming industry. This comprehensive analysis, which encompasses data from over 80 jurisdictions, identifies unlicensed gambling platforms, e-wallets, and virtual assets as critical vulnerabilities that criminals exploit to launder illicit funds.

The report reveals that online gambling platforms are increasingly being used not only for laundering proceeds from crime but also for financing terrorism. FATF has introduced new risk indicators aimed at helping regulators and operators detect suspicious activities. Among the alarming findings are instances where funds are funneled through gambling platforms without any actual gambling occurring, as well as the practice of 'smurfing,' where large sums are broken into smaller transactions to evade detection.

Additionally, the report highlights the challenges posed by payment methods in tracking gambling-related money laundering. While cash remains a factor in physical venues, the rise of digital payment systems such as e-wallets and mobile money has created new avenues for illicit financial activities. A related FATF report estimates that illegal online gambling proceeds laundered through underground networks could exceed half a billion euros.

This latest report builds on previous findings from July 2025, which indicated that online gaming platforms were being utilized to fund terrorist activities. The current study expands the focus to include connections between gambling-related financial crimes and broader issues such as cyber fraud, corruption, and organized crime networks.
