IMF Highlights Challenges in Growing Tokenized Market

The International Monetary Fund (IMF) released a blog on October 8, 2026, discussing the current state of the tokenized market as part of its Global Financial Stability Report. The report indicates that while the tokenized market is experiencing rapid growth, it remains small and fragmented. The average daily trading volume for tokenized repurchase agreements is estimated to be between $300 billion and $350 billion, with other tokenized assets totaling around $65 billion. In contrast, the U.S. repurchase market sees an average daily volume of approximately $13 trillion, within a global capital market asset size of $300 trillion.

Investor interest in tokenized assets is evident, with more than half of trades occurring outside traditional market hours. However, the report highlights that about 80% of tokenized stock trades involve less than one share, indicating lower liquidity and higher volatility compared to traditional markets. The fragmentation across different platforms further complicates the market, diminishing potential network effects and overall efficiency.

The IMF emphasizes the need for clear legal frameworks and regulations to support the tokenized market's growth. It identifies four key areas that require attention: legal certainty, regulatory clarity, interoperability among platforms, and secure settlement assets. The report also warns that scaling the tokenized market could exacerbate existing financial risks, including sell-offs and liquidity squeezes. Policymakers are urged to adopt a technology-neutral approach, clarify the legal rights associated with tokenized assets, and ensure consistent regulation across similar financial activities. Continuous monitoring of interconnectedness, leverage, and liquidity risks is also recommended.
