      U.S. Treasury Sanctions Fundraising Network Linked to Hamas

      The U.S. Treasury Department has imposed sanctions on a fundraising network associated with Hamas, which allegedly raised over $2 million through cryptocurrency and humanitarian donations over a six-year period. The sanctions target Faouzi Barika and Amel Oualid, two French nationals, along with two charitable organizations, for their roles in this fundraising campaign that reportedly began in 2020 and continued until 2026.

      The Treasury Department claims that Barika and Oualid operated in France, disguising their fundraising efforts as humanitarian initiatives while transferring funds to Hamas. Notably, $1.5 million of the total amount was raised after the Hamas attack on Israel on October 7, 2023. Additionally, the duo is accused of sending hundreds of thousands of dollars in cryptocurrency to Saleem Abdallah Saleem al-Zaq, a deputy battalion commander of Hamas's Kassam Brigades in Gaza.

      As a result of these sanctions, the assets of the involved entities are frozen within U.S. jurisdiction, and American individuals and businesses are prohibited from conducting transactions with them. The sanctions also pose risks of secondary penalties for foreign financial institutions that facilitate significant transactions with the sanctioned parties. U.S. Treasury Secretary Scott Bessent emphasized that terrorist organizations like Hamas utilize complex financial networks and fraudulent methods to secure funding, highlighting concerns about the role of cryptocurrency in such operations.
