Base Network Rolls Out Cobalt Upgrade With Conditional Transactions
Key Highlights
- The Cobalt upgrade represents Base’s third significant mainnet enhancement since launch.
- A new Validity Transactions feature enables users to create conditional swaps that execute only when specific criteria are satisfied.
- Enhanced B20 token standard now supports Composite Policies for merging compliance requirements.
- Token issuers can pre-schedule balance adjustments for corporate actions like stock splits without token creation or destruction.
- The seizeWithMemo capability enables authorized parties to transfer assets from frozen wallets with transparent on-chain documentation.
Base activated its Cobalt upgrade on Wednesday, marking the third substantial enhancement to the Ethereum layer-2 blockchain. This deployment emphasizes empowering users with sophisticated transaction controls while equipping asset issuers with refined management capabilities for tokenized holdings.
The headline innovation in this upgrade introduces Validity Transactions—a mechanism allowing participants to broadcast transactions that remain dormant until predetermined on-chain criteria materialize.
Consider a scenario where a market participant submits a token exchange order that activates exclusively when an asset reaches a target price threshold within a specified timeframe. The network maintains the pending transaction and evaluates conditions during each successive block production cycle.
Should the price target remain unmet, the transaction simply never executes. According to Base, these conditional submissions can maintain privacy until successful inclusion in the blockchain.
B20 Token Standard Receives Major Enhancements
The Cobalt deployment significantly extends the B20 token standard, originally launched in June. A notable addition introduces Composite Policies functionality.
This mechanism enables asset issuers to merge multiple allowlists and blocklists through logical operators like OR and AND. An investment vehicle might mandate that purchasers satisfy both KYC verification requirements and membership on its proprietary accreditation registry.
When a participant loses status on either registry, subsequent transfers become impossible. Base notes this eliminates the burden of duplicating member databases or maintaining manual synchronization across different platforms.
The upgrade also introduces Schedule Multiplier Updates, allowing issuers to orchestrate modifications to displayed wallet balances for events like equity splits.
The visible token quantity adjusts without actual minting or burning operations. The fundamental balance records remain unchanged at the protocol level.
Enhanced Administration for Restricted Accounts
The Cobalt release incorporates a seizeWithMemo function, granting designated administrators authority to reallocate holder balances when seizure capabilities have been activated for specific assets.
Base illustrated this with a frozen account scenario: an administrator could relocate shares to a designated recovery address, with the transaction permanently recorded on-chain alongside explanatory documentation.
Base clarified that it lacks authority to initiate these transfers directly. Individual issuers retain complete discretion over enabling this functionality and designating authorized users.
This upgrade continues Base’s accelerated expansion into tokenized financial infrastructure throughout this year. In July, Base introduced B20 as a specialized standard for stablecoins and real-world asset representation.
During that period, Base founder Jesse Pollak acknowledged the network’s initial overemphasis on social platforms and messaging applications. He admitted the network had lagged in developing prediction market infrastructure and sophisticated trading instruments.
Pollak outlined a strategic realignment prioritizing financial utilities, encompassing trading platforms and payment infrastructure. His vision positions Base as a foundational network powering global financial operations.
This strategic pivot materialized in August when Coinbase deployed tokenized equity products on Base leveraging the B20 framework, offering exposure to corporate shares including Apple and Nvidia.
Base’s development roadmap extends well beyond Cobalt. The network aims to compress block production intervals from two seconds to 200 milliseconds in upcoming months.
Additional planned features include native smart account integration at the protocol layer, complemented by gas sponsorship mechanisms and transaction bundling capabilities. Several enhancements will draw inspiration from Ethereum’s forthcoming Glamsterdam upgrade.

Base launched its third mainnet upgrade, Cobalt, adding Validity Transactions that let users submit time-bound transactions that stay dormant until user-specified conditions are met.
