Circle’s $73B USDC Becomes First Stablecoin to Receive Top-Tier MiCA Classification

      TLDR

      • Circle’s USDC has been designated as a higher-tier e-money token by the European Banking Authority under Markets in Crypto Assets regulation.
      • Joint regulatory oversight will be conducted by the EBA alongside France’s Autorité de Contrôle Prudentiel et de Résolution.
      • With a $73 billion market capitalization, USDC ranks as the world’s second-largest stablecoin after Tether’s $184 billion USDt.
      • European token issuers continue advocating for regulated dollar-pegged stablecoins despite the EU’s digital euro plans.
      • A central bank digital currency from the European Central Bank may launch by 2029 following legislative approval and pilot testing.

Circle’s USDC stablecoin has received an elevated classification from the European Banking Authority under the European Union’s Markets in Crypto Assets regulatory framework. The designation was made public through an official notice released on Wednesday, October 14.

The MiCA regulations now place USDC within an upper-tier category designated for e-money tokens. This designation subjects the stablecoin to more rigorous regulatory scrutiny compared to lower-tier digital assets.

According to the EBA, USDC represents the inaugural e-money token within EU jurisdiction to achieve this elevated status. Cointelegraph’s reporting indicates that just 45 additional projects currently maintain e-money token recognition across the region.

      Dual Regulatory Framework for USDC

The elevated classification establishes a dual-authority supervisory structure for USDC. Primary oversight will come from the EBA, the European Union’s central banking regulatory body.

Additional supervision will be provided by France’s Autorité de Contrôle Prudentiel et de Résolution. This French regulatory institution maintains oversight of the nation’s banking sector and insurance industry.

Both agencies will collaborate in monitoring the stablecoin’s operations. Their supervisory activities will adhere to the regulatory parameters established within MiCA.

USDC holds the position of second-largest stablecoin globally based on market capitalization. Current valuation stands at approximately $73 billion.

Tether’s USDt maintains the top position with a market capitalization near $184 billion. Both digital assets maintain a peg to the United States dollar.

European Demand for Dollar-Backed Digital Assets

The EBA’s classification arrives amid sustained advocacy from EU-based token issuers for regulated dollar-denominated stablecoins. Industry participants emphasize ongoing market demand for dollar-backed digital assets.

James Bennett, who leads Stable Mint as CEO, discussed the matter with Cointelegraph. He emphasized that European markets cannot simply ignore the reality of dollar stablecoins.

Bennett noted that regulatory authorities retain the ability to establish protective measures and compliance requirements for issuers. MiCA grants EU regulators authority to define these regulatory parameters.

Alexander Höptner, serving as CEO of AllUnity, expressed alignment with this perspective. “For European corporates to make cross-border payments globally, offering only a euro stablecoin isn’t enough,” he explained to Cointelegraph.

As industry stakeholders and regulators progress toward accommodating dollar stablecoins, the European Central Bank maintains development efforts for its proprietary digital currency. Officials continue advancing plans for a digital euro.

The central bank digital currency concept originated with an EU proposal in 2020. Implementation of the digital euro could occur in 2029, pending completion of necessary legislative processes and pilot program evaluation.

Meanwhile, USDC transitions into an enhanced supervisory arrangement within the EU following Wednesday’s announcement. The $73 billion stablecoin will operate under the combined oversight of the EBA and French regulatory authorities.
