This correction has prompted Wall Street to consider a critical question: does this represent an attractive entry point or a potential value trap?
Vijay Rakesh from Mizuho, holding the 12th position among 12,498 analysts on TipRanks with a 64% accuracy record, recently shared his perspective. He reduced his target price from $109 down to $92 while maintaining his Hold recommendation. At present levels, his view suggests Intel is appropriately priced rather than overvalued.
The decline from the peak unfolded across three distinct phases. Initially, a broad sector rotation occurred in early July following warnings from Bank of America and Morgan Stanley that artificial intelligence chip valuations had exceeded near-term demand projections. Subsequently, shares fell 8% after earnings despite impressive Q2 performance, as markets reacted negatively to a GAAP diluted loss of $2.16 per share attributed to restructuring expenses and the lack of confirmed external foundry clients. Finally, the August capital raise of $15 billion, while essential for infrastructure expansion, created dilution concerns among current shareholders.
Second Quarter Performance Impressed, Yet Market Focuses Forward
The Q2 financial results were undeniably solid. Revenue reached $16.13 billion, surpassing the $14.43 billion consensus estimate by approximately $1.7 billion. Earnings per share of $0.42 doubled analyst expectations of $0.21. The Data Center and AI division expanded 59% annually to $6.3 billion. Foundry operations increased 31% to $5.8 billion.
Chief Executive Lip-Bu Tan described it as Intel’s “strongest revenue growth in more than fifteen years.”
However, the market’s response revealed investor priorities: less concern about Intel’s current position and more focus on whether the foundry division can secure substantial committed external customers.
Rakesh’s Positive Outlook Elements
Rakesh hasn’t abandoned the optimistic perspective. He anticipates CPU-to-GPU ratios could improve from the current 1:4 to 1:1 over time as agentic artificial intelligence expands. Server CPU availability remains constrained through 2027. Advanced packaging revenues might achieve $3.5 billion by 2029, with external foundry operations potentially contributing another $3.5 billion as the 14A process node develops.
He also noted emerging indications of a PC corporate refresh cycle, reinforced by recent statements from Dell.
Insider Transactions and Institutional Moves
Chief Executive Lip-Bu Tan acquired 105,263 shares on August 11 at $95 each, representing approximately $10 million in total. This transaction increased his holdings to more than 1.3 million shares. Primecap Management initiated a new position exceeding $10.5 billion during Q2.
Conversely, Nan Shan Life Insurance reduced its Intel holdings by 56.9% in Q2, divesting 222,786 shares.
Wall Street’s overall sentiment from 31 analysts stands at Hold, with a mean price target of $107.01. Rakesh’s $92 target represents the more conservative end of that spectrum.
Intel has projected Q3 2026 earnings per share at $0.38, while full-year analyst projections stand at $1.01 per share.
