United States to Release Up to 40 Million Barrels from Strategic Petroleum Reserve

The United States government has announced plans to release up to 40 million barrels of oil from its Strategic Petroleum Reserve (SPR). As of September 2026, the SPR holds approximately 284 million barrels, the lowest level recorded since 1982. This decision comes amid rising oil prices and increasing public concern over fuel costs, particularly as the country approaches midterm elections.

Since the onset of the conflict in Iran, the U.S. has released a total of 172 million barrels from the SPR, primarily through a sale-and-buyback arrangement, with barrels expected to return later this year. However, the current announcement indicates a further sale rather than replenishment. The operational minimum for the SPR is estimated to be between 250 and 300 million barrels, with federal law mandating a minimum of 252 million barrels. Despite these legal thresholds, recent practices suggest that adherence to these limits may be more flexible than previously thought.

The debate surrounding the necessity of maintaining strategic reserves continues, especially as the U.S. has become a significant oil producer. Proponents of utilizing the SPR argue that its use during ongoing conflicts underscores the importance of having reserves available, while others contend that the country could afford to deplete these reserves given its production capabilities.
