China's Leadership Advocates for National Blockchain Network Without Tokens

On October 9, 2026, China's top policymaking bodies, the Communist Party of China (CPC) Central Committee and the State Council, announced plans to establish a national blockchain network as part of a broader initiative to enhance the country's productivity. The policy document, titled 'Opinions on Developing New Quality Productive Forces,' emphasizes the integration of China's real economy with its digital economy, positioning blockchain as a key technology in this transformation.

The guidelines outline 19 measures aimed at strengthening data property rights and optimizing national data infrastructure. This includes pilot projects focused on data elements, which could pave the way for data to be treated as a tradable economic asset. Notably, the document does not mention independent digital assets or crypto tokens, indicating that the envisioned blockchain will function as a state-coordinated infrastructure rather than a platform for decentralized trading.

In addition to blockchain, the policy highlights several future industries for development, including quantum technology, biomanufacturing, hydrogen energy, and sixth-generation mobile communications. An 'AI+' initiative is also included, focusing on green and low-carbon development. The document encourages regional adaptation of policies to local conditions, aiming for innovation-driven growth while mitigating risks associated with investment bubbles.

China's approach to blockchain has been evolving since the launch of the Blockchain-based Service Network (BSN) in 2020, which serves as a state-backed platform for blockchain applications. The current guidelines align with the country's 15th Five-Year Plan for 2026 to 2030, suggesting a cautious investment climate that favors state-led projects over individual crypto innovations. The establishment of systems to certify data ownership could significantly impact the future of regulated data markets in China.
