      Dallas Establishes Securities Fraud Unit Amid Financial Growth

      The U.S. Attorney for the Northern District of Texas, Ryan Raybould, announced the formation of a dedicated securities fraud prosecution unit on September 9, 2026. This initiative comes as Dallas experiences significant growth as a financial hub, attracting firms from New York with its lower taxes, affordable real estate, and favorable regulatory environment. The Dallas-Fort Worth area now boasts over 380,000 financial services professionals, earning its financial district the nickname 'Y’all Street.'

      Raybould, who was confirmed as U.S. Attorney in May 2026, aims to position Dallas as a prominent center for white-collar crime prosecutions. His previous experience as deputy chief of a white-collar and public corruption unit equips him for this role. The new unit will collaborate closely with the U.S. Securities and Exchange Commission (SEC), creating a dual enforcement framework where federal prosecutors can pursue criminal charges while the SEC handles civil penalties.

      The establishment of this unit is timely, as evidenced by Raybould's recent comments on a $1.45 million Ponzi scheme case. The financial landscape in Dallas is rapidly evolving, with major firms like Goldman Sachs investing in a $500 million campus and Morgan Stanley planning a regional hub set to be completed by 2031. Additionally, the Texas Stock Exchange commenced trading in July 2026, further solidifying Dallas's status as a financial center.
