U.S. Data Center Projects Face Significant Delays Amid Community Opposition

In the second quarter of 2026, approximately 45 data center projects in the United States were halted or delayed due to opposition from local residents and communities, with a total estimated value of $68 billion. This trend reflects a growing resistance against new data center constructions, as communities are increasingly advocating for bans even before developers submit permit applications.

In the first quarter of 2026, 75 data center projects faced similar opposition, amounting to about $130 billion. The 45 projects affected in the second quarter represented more than half of all large new projects tracked during that period. Legislative actions related to data center siting, electricity, and water usage have been proposed or passed in around 30 states this year, highlighting the rising regulatory scrutiny.

Currently, there are 843 groups opposing data centers across 49 states in the U.S., excluding Hawaii. Miquel Vila, Chief Analyst at Data Center Watch, noted that new opposition groups are emerging continuously, with increasing numbers of signatures on online petitions. A notable example is a petition against a data center project in Tennessee, which has collected over 500,000 signatures on Change.org. Additionally, protests against data centers have been reported outside the United States for the first time, including in several European countries, Australia, and South Africa.
