Binance appeared on the verge of obtaining a comprehensive European Union crypto license via Greece during the first half of this year. That changed when Christine Lagarde, the European Central Bank’s President, became involved.
A Wall Street Journal investigation released on September 17 revealed that Lagarde made direct contact with Greek Prime Minister Kyriakos Mitsotakis, requesting he block Binance’s request under the EU’s MiCA cryptocurrency regulatory system.
The platform had filed its paperwork with Greece’s Hellenic Capital Market Commission, the nation’s financial oversight body, during late 2025. Greek authorities informed Binance their submission was finalized. The company drafted its announcement. CEO Richard Teng arranged travel to Athens for a ceremonial photograph alongside Mitsotakis.
Just days after Greek representatives informed ESMA’s digital-finance committee of their intention to grant approval, an HCMC vice chair notified Binance that Lagarde had become involved. The regulatory body indicated it could not proceed without backing from Mitsotakis.
Lagarde’s Rationale for Blocking the License
Lagarde’s reported intervention stemmed from two primary issues.
First was Binance’s regulatory record. In 2023, the company admitted guilt to Bank Secrecy Act violations, operating without proper money transmitter registration, and breaking sanctions regulations. The financial penalty exceeded $4.3 billion. Founder Changpeng Zhao spent four months incarcerated before receiving a presidential pardon from President Trump in October 2025.
More recently, the US Justice Department launched an investigation into Iran’s alleged use of Binance for sanctions evasion following that guilty plea. Federal authorities claimed an Iranian operation utilized the platform to process oil sale proceeds from Chinese purchasers. Binance maintains the civil lawsuit does not accuse the company of misconduct.
The second issue involved stablecoins. Lagarde allegedly feared that licensing Binance, where the majority of transactions utilize dollar-based cryptocurrencies, would accelerate US dollar stablecoin adoption throughout Europe. The ECB has been working on a digital euro initiative, which Lagarde has characterized as a cornerstone of her tenure.
The Aftermath
Roughly one week following the ESMA committee session, HCMC representatives informed Binance the licensing process would not continue, referencing insufficient “convergence.” Binance retracted its submission on June 24, preventing the HCMC board from issuing an official denial.
The withdrawal created immediate ramifications. MiCA’s grace period concluded on July 1, 2026. Lacking proper authorization, Binance was forced to cease marketing activities targeting the EU’s 450 million citizens.
Subsequently, Binance has maintained service to certain European users through its Abu Dhabi-based entity, utilizing a regulatory exception permitting unlicensed operators to serve clients they have not proactively recruited. ESMA has requested details regarding Binance’s compliance with unlicensed EU operations wind-down requirements.
The exchange has announced intentions to pursue a MiCA license via another EU nation. No fresh application has received public verification.
Concurrently, the European Commission is conducting a MiCA evaluation, with public feedback accepted until September 30. A recommendation to transfer licensing jurisdiction for major crypto platforms from national authorities to ESMA directly remains under discussion.
The ECB possesses no official authority over crypto licensing decisions within MiCA’s framework. The Lagarde intervention, as documented by the WSJ, occurred through unofficial channels. Neither the ECB nor Greek government officials have publicly acknowledged it.
