The European Central Bank has launched applications for its latest digital euro innovation platform initiative. The announcement came Monday, calling on payment companies, fintech startups, and related organizations to participate.
This initiative operates through two distinct pathways. The first focuses on hands-on experimentation, while the second emphasizes exploratory research. Both pathways target different aspects of developing a functional digital euro system.
Hands-On Experimentation Phase Details
The experimentation pathway operates from January 2027 until June 2027. Chosen participants will develop working prototypes demonstrating practical applications.
The scope encompasses digital receipt systems, shared payment functionality for groups, and conditional transaction processing. These conditional transactions would execute only when predetermined criteria are satisfied.
Teams will also develop user-facing interfaces. These represent the actual components consumers would interact with through payment applications.
Participating teams will deliver a working proof of concept at the conclusion. An accompanying detailed report will document their development process and outcomes.
AI-Powered Agents and Automated Transactions
The exploration pathway examines more forward-looking concepts. Workshop sessions will take place at the ECB’s Frankfurt location throughout early 2027.
This pathway emphasizes artificial intelligence applications in payment systems. Topics include autonomous AI agents and their potential transaction interactions.
Small-value transactions and automated device-to-device payments form additional focus areas. The central bank aims to understand how AI-driven payments could function with minimal human intervention.
Privacy-first design principles and user autonomy will be examined. Data protection frameworks will inform the development approach for all proposed solutions.
The exploration track will also examine government and public sector applications. These encompass transit payment systems and household utility billing.
Connected city infrastructure and broader financial accessibility are discussion priorities. The potential role of a digital euro in streamlining public administration processes will also be explored.
Eligibility and Application Process
The program welcomes diverse applicant categories. Eligible parties include retail businesses, payment processors, technology vendors, fintech enterprises, consumer advocacy organizations, and academic institutions.
Collaborative submissions are actively encouraged. Merchants might partner with payment processors or technology companies for joint applications.
The submission deadline is November 9, 2026, at 17:00 CET. Evaluation criteria include project relevance, innovation value, and implementation feasibility.
Selected participants from both pathways will be invited to demonstrate their work at ECB headquarters in Frankfurt. The bank indicated these insights may influence subsequent digital euro development phases.
Digital Euro Project Context
The digital euro represents a planned central bank digital currency designed for everyday consumer use throughout the eurozone. It would function as electronic cash complementing traditional physical currency.
This innovation platform expands upon an initial version introduced in 2024. It operates independently from a concurrent digital euro testing program the ECB has established.
The separate testing program includes 36 financial institutions and payment companies. Notable participants include Revolut, Stripe, and Deutsche Bank.
That parallel pilot launches in late 2027 and continues for one year. Any official digital euro launch would require European Union legislative approval and formal ECB authorization.
