California Governor Signs Two AI Safety Bills Supported by Anthropic and OpenAI, Regulating Third-Party Safety Assessments of AI Systems

PANews, September 10 – According to POLITICO, California Governor Gavin Newsom has signed two AI safety-related bills that regulate the mechanism for third-party safety assessments of AI systems. Among them, a bill proposed by Assemblymember Rebecca Bauer-Kahan will establish a registration system and ethical guidelines for external AI auditors; another bill, proposed by former federal congressman and state senator Jerry McNerney, tasks the state government with setting standards and reviewing the qualifications and evaluation capabilities of "Independent Verification Organizations." Anthropic had previously publicly supported the relevant legislation, and OpenAI also expressed support before the bills were signed, stating that it will continue to promote AI safety legislation in various states. Newsom also called for the federal government to introduce nationwide AI regulatory rules as soon as possible.
