      Coinbase CEO: Banks May Be the Ones Pushing for “CLARITY 2.0” in a Few Years In an interview published by The Wolf Of All Streets scottmelker on September 20, 2026, Coinbase CEO Brian Armstrong brian_armstrong said banks may be the ones pushing the U.S. to pass “CLARITY 2.0” in a few years. He agreed with former CFTC Chairman Chris Giancarlo that banks and traditional financial institutions need the bill more than the crypto industry because they face greater legal constraints, move more slowly, and still want to enter the crypto custody market. Armstrong also said bank lobbying contributed to the bill’s failure, with banks opposing Coinbase’s stablecoin rewards, while the failed bill allows Coinbase to continue offering them, leaving banks under greater competitive pressure.
