      Emerging Offshore Exchanges Challenge Global Financial Regulation with New Perpetual Contracts

      Hyperliquid, a platform founded by a former Wall Street high-frequency trading engineer, has gained attention for its innovative approach to on-chain perpetual contracts. Operating without external venture capital funding, Hyperliquid utilizes a self-developed dedicated Layer 1 public chain and a comprehensive on-chain order book, distinguishing itself in the decentralized exchange (DEX) sector.

      The platform has recently launched perpetual contracts that include Chinese assets, which has drawn interest from both domestic markets and regulatory authorities. This move comes alongside the introduction of offshore derivatives, such as oil contracts, which have been influenced by geopolitical events, including the previous Iranian conflict. As these offshore unlicensed derivative agreements expand, they pose a challenge to existing global financial regulations.

      The rise of platforms like Hyperliquid occurs amid stalled regulatory developments, such as the Clarity Act in the United States, which aims to provide clearer guidelines for digital assets. The ongoing evolution of these offshore exchanges highlights the complexities and challenges faced by regulators worldwide in adapting to rapidly changing financial technologies.
