Hong Kong to Launch Pilot Tokenization of Exchange Fund Bills by End of 2026
Xu Zhengyu, the Secretary for Financial Services and the Treasury of the Hong Kong Special Administrative Region, announced plans to implement a pilot program for the tokenization of Exchange Fund Bills before the end of 2026. This initiative is part of a broader strategy to enhance financial development in Hong Kong, which is positioning itself as a leader in digital assets and financial technology.
During a press conference discussing the first five-year plan for economic and social development, Xu highlighted that digital bonds issued in Hong Kong currently represent approximately 50% of the global market share. To support this growth, the Central Moneymarkets Unit (CMU) will establish a digital asset platform within 2026, aimed at providing comprehensive services for digital bond issuance and settlement.
In addition to the pilot program, the Hong Kong government plans to improve the regulatory framework for tokenized investment products. This includes enhancing the licensing system for virtual assets, promoting the trading of regulated stablecoins on licensed platforms, and encouraging the expansion of compliant stablecoin application scenarios. These measures are expected to foster a more robust and secure environment for digital financial products in the region.
