SpaceX Drops 4% As FAA Launches Sweeping Starbase Review

SpaceX (NASDAQ: SPCX) fell 4.2% to $156.54 on 13 October after the Federal Aviation Administration (FAA) published a notice of intent to prepare a programmatic environmental impact statement (PEIS) for Starship-Super Heavy operations at Boca Chica, Texas. The filing, docket FAA-2026-12808, covers a proposed increase from 25 launches and 50 landings a year to as many as 456 launches and 912 landings. The proposal marks a significant step in the regulatory review of SpaceX's planned Starship-Super Heavy expansion at Boca Chica, Texas.

What the FAA Announced and What It Covers

The Federal Register notice, filed for public inspection on 13 October and published in the Federal Register on 14 October, proposes a two-phase expansion of Starship-Super Heavy operations at SpaceX's Starbase facility. Phase 1 would allow up to 100 launches and 200 landings a year, with operations permitted on any day or time.Phase 2 would scale to 456 launches and 912 landings a year, restricted to weekdays and implemented within several years, according to the filing. SpaceX currently holds authorization for 25 launches and 50 landings a year under a 2025 Final Tiered Environmental Assessment (EA). The jump to 456 annual launches would represent an 18-fold increase in permitted launch cadence, requiring a full PEIS under the National Environmental Policy Act (NEPA) rather than a simpler EA.The review's environmental scope includes coastal resources, wildlife, air quality, commercial aviation impacts, and flight corridor adjustments. The FAA will also run parallel consultations under the Endangered Species Act, the National Historic Preservation Act, and the Magnuson-Stevens Act, the filing confirmed.

      Scoping Comments to Multi-Year Review

The FAA set a public comment period through 30 November 2026 and scheduled three scoping meetings in November. An in-person session is set for 17 November at Texas Southmost College's Jacob Brown Auditorium in Brownsville, with sessions from 1 to 3 p.m. and 5:30 to 7:30 p.m. Central Time. A virtual meeting follows on 18 November from 5:30 to 7:30 p.m. CT, with Spanish-English translation. A second in-person meeting at the Port Isabel Event and Cultural Center runs on 19 November, with sessions scheduled from 1 to 3 p.m. and 5:30 to 7:30 p.m. CT.Presentations will be available on the FAA's project website by 10 November, and accommodation requests are due by 2 November. Under the two-year deadline established by the 2023 amendments to the National Environmental Policy Act, the FAA's target for completing the environmental impact statement is within two years of the notice of intent, subject to applicable statutory requirements and exceptions. This points to a target around late 2028 for the final environmental review, although the timing of any subsequent launch approvals will depend on the review's outcome and other regulatory requirements.

      Why the Stock Fell

The FAA notice landed on a stock already under pressure from multiple fronts. On 6 October, a report carried by Yahoo Finance said SpaceX was planning to raise $40 billion in new debt, split between $10 billion in bank loans and $30 billion in investment-grade bonds, to fund Nvidia chip purchases for its data centres. SpaceX, Apollo Global, and Nvidia have not confirmed the plan. On 8 October, SpaceX agreed to acquire Grain Management's nationwide 800 MHz spectrum portfolio for roughly $8 billion, subject to Federal Communications Commission (FCC) approval, according to the Wall Street Journal, as FinanceFeeds reported.Chief Executive Officer Elon Musk called the spectrum deal the last critical piece needed for complete phone coverage in America. ARK Invest's trade disclosures show that the firm sold approximately $9.4 million of SPCX on 6 October, followed by sales of about $4.7 million on 8 October and $3.6 million on 9 October. The three transactions total approximately $17.7 million. These sales occurred before the FAA notice, rather than on 13 October. The stock has now fallen 30.6% from its 52-week high of $225.64.

Wall Street Analysts Maintain Bullish Outlook on SpaceX

Pivotal Research's Jeffrey Wlodarczak reiterated a Buy rating and raised his price target to $230 on 12 October, according to MarketBeat. Stifel Nicolaus analyst Jonathan Siegmann initiated coverage with a Buy rating and a $190 target in July. Morgan Stanley holds an Overweight rating with a $300 target. The consensus across 45 analysts is Moderate Buy, with an average target of $220.06, according to MarketBeat's SpaceX analyst forecasts.Dan Ives of Yorkville Ives, who holds a $225 target, described the reported debt plan as potential financial firepower for SpaceX's artificial intelligence buildout. He framed the level of borrowing as a debate over leverage, while noting that SpaceX could handle the repayments, according to the report carried by Yahoo Finance.

SpaceX Faces Earnings, Starship Tests and Regulatory Decisions

SpaceX's Q3 earnings report, the next Starship test flight, and FCC approval of the $8 billion spectrum acquisition are the three near-term catalysts. Starship has flown three times in 2026 against a current permit ceiling of 25, so the operational constraint is engineering cadence, not regulation, for now. The PEIS scoping process will determine whether that changes before the decade is out.
