      Thailand SEC Introduces Travel Rule for Digital Asset Operators

      • The new rules require digital asset operators to collect and transmit information on transaction senders and recipients.
      • They will take effect on February 27, 2027.

      Thailand’s Securities and Exchange Commission (SEC) approved risk management rules for the transfer and receipt of digital assets, known as the Travel Rule for Digital Assets.

      The goal of the requirements is to provide digital asset operators with sufficient information to assess and manage money laundering risks in line with international standards. The rules are also intended to help prevent digital asset services from being used for money laundering and technology-enabled crimes.

      Details

      The SEC developed the requirements jointly with the Anti-Money Laundering Office (AMLO). They are intended to serve as interim rules for digital asset operators while AMLO prepares its own regulations under anti-money laundering legislation.

      The key requirements stipulate that digital asset operators must:

      • develop policies and operational procedures for managing risks when transferring and receiving digital assets
      • collect information about customers and their counterparties as part of such transfers
      • conduct due diligence on counterparties
      • verify the credentials of the counterparty’s digital asset operator or digital asset service provider
      • verify the credentials of an intermediary operator, if one is used when routing the transfer
      • verify ownership or control of non-custodial wallets when transferring to such addresses or receiving assets from them

      Operators that initiate a transfer must also provide the counterparty VASP with information about the originator and beneficiary along with the instruction to transfer digital assets.

      In addition, operators must retain the information that accompanies each transaction for at least five years. The data must be stored in a format that allows the supervisory authority to promptly retrieve or verify it.

      The new requirements will take effect on February 27, 2027. During this period, digital asset operators must prepare systems for transmitting and receiving data, as well as transaction monitoring.

      SEC Secretary-General Pornanong Budsaratragoon said the regulator aims to prevent digital asset operators from being used as channels for money laundering and tech-enabled crime.

      According to her, implementing the Travel Rule should strengthen efforts to combat tech-enabled crime and reduce the risk of digital asset operators being used for money laundering and terrorist financing.

      The SEC also expects the new requirements to reinforce anti-money laundering measures in line with FATF international standards, boost trust in Thailand’s digital asset ecosystem, and support its integration with global markets.
