US Department of Justice Investigates Binance Compliance with 2023 Settlement

The United States Department of Justice (DOJ) is currently investigating whether cryptocurrency exchange Binance has adhered to the terms of a settlement reached with American authorities in November 2023. This inquiry is particularly focused on potential violations of U.S. sanctions against Iran, with prosecutors examining whether Binance inadvertently processed transactions that should have been blocked by its compliance systems.

The Manhattan U.S. Attorney’s Office is leading the investigation in collaboration with the DOJ’s Criminal Division. Investigators are concentrating on transactions involving entities based in Hong Kong, which are alleged to have facilitated payments related to Iranian oil sales. The scrutiny is specifically directed at activities that occurred after the 2023 settlement, rather than prior to it.

On September 15, 2026, the DOJ filed a civil forfeiture action seeking $61 million in digital assets linked to these transactions, although Binance itself was not named as a defendant in this case. The investigation gained renewed attention in late September 2026 following reports of transaction flows associated with Iran.

In response to the ongoing scrutiny, Binance has reiterated its commitment to compliance and its zero-tolerance policy towards sanctions violations. The exchange has previously taken measures to offboard accounts linked to suspicious activities, with significant account removals occurring in August 2025 and January 2026. The outcome of the DOJ's review and the implications of the monitorships established as part of the 2023 settlement remain to be seen.
