      Belarus Registers First Crypto Banks Under New Regulatory Framework

      On September 28, 2026, Belarus became one of the first countries globally to officially register crypto banks, which are designed to integrate digital token operations with traditional banking services. Two unnamed institutions have secured residency in the High-Tech Park (HTP), a special economic zone that has been pivotal for Belarus's technological development since 2005.

      The establishment of these crypto banks follows the implementation of Presidential Decree No. 19, signed by President Alexander Lukashenko on January 16, 2026. This decree, which took effect in July after a six-month regulatory drafting period, mandates that crypto banks operate as joint-stock companies and hold formal resident status within the HTP, which offers specific tax incentives and regulatory oversight.

      These new entities will be accountable to both the HTP administration and the National Bank of the Republic of Belarus. They are permitted to combine token transactions with traditional banking services, potentially allowing for a single institution to manage fiat deposits, lending, digital asset custody, and token-based transfers. However, they must first gain approval to be listed on the National Bank's register of authorized entities before commencing full operations, which is expected to occur in the latter half of 2026, depending on the approval timeline.

      Belarus has been positioning itself as a crypto-friendly jurisdiction since 2017, when it legalized cryptocurrency activities and provided tax exemptions for crypto businesses in the HTP. This latest regulatory framework aims to channel digital asset activities into state-sanctioned entities, reflecting a global trend towards clearer regulation while uniquely merging crypto and banking licenses into a single institutional category.
