      CFTC issues notice: 'Mention Market' prediction contracts carry higher manipulation risks

      PANews reported on September 23, citing The Block, that the U.S. Commodity Futures Trading Commission (CFTC) issued a new notice stating that "Mention Market" prediction contracts—designed around whether a specific person "mentions" a certain word in a speech or whether they attend a certain event—carry higher manipulation risks and may only be listed in "limited circumstances," and must not violate the Commodity Exchange Act and related rules. The CFTC noted that such contracts are susceptible to insiders or persons related to the contract deliberately influencing settlement outcomes through their statements or attendance. The agency previously sued a former White House teleprompter operator over "mention" contracts on the Kalshi platform, and filed charges against former Congressman George Santos for allegedly influencing contract prices through public statements.
