      Japan Imposes Sanctions on Garantex, Freezing Assets of Moscow-Based Crypto Exchange

      Japan has officially sanctioned Garantex, a cryptocurrency exchange based in Moscow, by freezing its assets and restricting payments and capital transactions associated with it. This action, effective from October 2, 2026, is part of a broader set of sanctions against Russia, aligning Japan with similar measures taken by the United States and the European Union.

      Garantex has been under scrutiny for its role in facilitating illicit financial activities and evading international sanctions. The exchange has processed approximately $96 billion in transactions since its inception in 2019. It lost its operating license in Estonia in early 2022 due to deficiencies in anti-money laundering practices and has faced sanctions from both the U.S. Treasury and the EU in previous years.

      The recent sanctions package from Japan includes 32 entities and nine individuals, many of which are linked to Russia's defense sector. This grouping underscores the perception of Garantex as part of a broader network supporting Russia's war economy. While Japan's sanctions do not introduce new allegations against Garantex, they reinforce existing restrictions already imposed by other nations.

      For cryptocurrency businesses operating in Japan, this designation adds another layer of compliance requirements. Companies will need to screen their transactions against Japan's sanctions list, which now includes Garantex, alongside existing U.S. and EU sanctions. The effectiveness of these coordinated efforts will depend on how swiftly jurisdictions can adapt to changes in the crypto landscape, particularly concerning successor entities like Grinex, which has also faced sanctions.
