Philippine Court Freezes 116 Financial Assets in Flood Control Corruption Probe

The Philippine Court of Appeals has ordered the freezing of 116 financial assets linked to a lawmaker implicated in a corruption scandal involving kickbacks from government flood-control projects. This order, dated September 21, 2026, includes 25 cryptocurrency wallets and 86 bank accounts, as well as investment accounts and an insurance policy.

The Anti-Money Laundering Council (AMLC) announced the asset freeze on October 1, 2026, as part of an ongoing investigation into alleged plunder under Republic Act No. 7080, the Philippines’ Plunder Law. Investigators have reportedly established probable cause that these assets are connected to a widespread scheme to divert funds from flood-control initiatives, with evidence suggesting that money was funneled through various intermediaries and financial institutions.

This latest action builds on a scandal that first emerged in 2025, which has already led to previous asset freezes totaling tens of billions of pesos. The investigation has revealed extensive misconduct across multiple government entities. The identities of the individuals associated with the frozen assets remain confidential as the case progresses, but the involvement of digital financial channels highlights the challenges authorities face in tracing and preserving funds in cryptocurrency.
