Crypto.com and Novig Sue Missouri Over Sports Wagering Regulations

Crypto.com and Novig have initiated federal lawsuits against the state of Missouri in response to cease-and-desist orders issued by the state's Attorney General, Catherine Hanaway. The lawsuits, filed on October 16, 2026, challenge the state's classification of their sports event contracts as unlicensed gambling, which the companies argue should be regulated as financial derivatives under federal law.

The cease-and-desist letters, sent to the companies in mid-September, demanded that they either cease operations for Missouri residents or obtain the necessary state licenses, which come with significant costs, including a 10% tax on adjusted gross revenue and application fees that can reach up to $500,000. While four other companies received similar letters, only Crypto.com and Novig have opted to pursue legal action.

The legal framework for sports betting in Missouri is relatively new, having been established following the approval of Amendment 2 by voters in November 2024. The regulated market officially launched on December 1, 2025. Novig, which operates under Ludlow Exchange LLC, began its operations as a prediction market platform focused on sports in August 2026. The lawsuits are currently being processed in different federal courts, with Novig's case in the Eastern District of Missouri and Crypto.com's in the Western District.

This legal battle underscores a significant regulatory conflict, as federal derivatives regulators and state gambling regulators interpret the same products differently. The outcome of these lawsuits could set important precedents regarding the regulation of sports betting and prediction markets in the United States.
