      Former CEO of Changxin Memory Technologies Accused of Coercing Samsung Technology

      Wang Ningguo, the former CEO of Changxin Memory Technologies (CXMT) in China, has been accused of pressuring employees to obtain proprietary technology from Samsung Electronics. A report by South Korea's JoongAng Ilbo cites a statement from a former head of equipment investment at CXMT, who claimed that Wang summoned the Korean team between October and December 2016, demanding they return with Samsung's Process Recipe Plan (PRP) and equipment information. The former employee reported feeling threatened, as Wang allegedly warned of repercussions, including reporting them to the South Korean government if they failed to comply.

      The PRP encompasses approximately 600 steps involved in DRAM manufacturing, including equipment specifications and operational conditions. The individual, who had previously worked at Samsung for 28 years, was later prosecuted for allegedly leaking Samsung's investment details related to the development of the world's first 18-nanometer DRAM process. In April 2026, they received a seven-year prison sentence in the first trial and are currently undergoing a second trial. The case has drawn significant attention due to the involvement of high-stakes technology transfer between South Korea and China.

      CXMT, established in 2016 with an investment of 14.4 billion yuan from the Hefei Industrial Investment, a subsidiary of the Hefei municipal government, has struggled financially, remaining unprofitable for nearly a decade. However, the company reported its first annual profit last year, achieving a net profit of 7.1 billion yuan. The allegations against Wang and the ongoing legal proceedings highlight the tensions surrounding technology acquisition in the semiconductor industry, particularly between major players in South Korea and China.
