Tether Will Explore Issuing a Tenge Stablecoin and Tokenizing Assets in Kazakhstan

Tether signed a memorandum of understanding with the National Bank of Kazakhstan and the Alatau City Authority. The parties will explore use cases for stablecoins, asset tokenization, and decentralized finance (DeFi).

The statement says that one area of cooperation will be developing a concept and a pilot proposal for a stablecoin pegged to Kazakhstan’s national currency — the tenge. The participants also plan to study international stablecoin issuance models and identify potential use cases.

Separately, the parties will work on an asset tokenization framework in Kazakhstan. To do this, they may use Hadron by Tether — the company’s asset tokenization platform, the article says.

As part of the project, they plan to identify priority asset categories, develop a conceptual tokenization model, and launch a pilot project under the jurisdiction of Alatau.

Tether, the National Bank of Kazakhstan, and the Alatau City Authority will also hold educational workshops and training programs for specialists. They will cover the international stablecoin and digital asset market, issuance models and reserve management, as well as real-world asset tokenization.

Tether CEO Paolo Ardoino said the company aims to support the development of digital finance infrastructure in Kazakhstan.

National Bank Deputy Governor Binur Zhalenov noted that, during tokenization pilots, the regulator will study international experience in stablecoin issuance and real-world asset tokenization. According to him, the priorities remain financial stability, transaction transparency, and investor protection.

As a reminder, in September 2025, Kazakhstan launched a national stablecoin on Solana with support from Mastercard.
