G7's 100 Million Barrel Oil Release Mostly Reconfirms Previous Commitments, Says JPMorgan

The Group of Seven (G7) nations recently pledged to release 100 million barrels of crude oil and diesel from their emergency stocks over the next four months, a move aimed at addressing soaring diesel prices. However, JPMorgan's commodities team has cautioned that this figure largely reflects previously fulfilled commitments rather than a new intervention in the market. In a recent analysis, they indicated that much of the announced release is simply the completion of earlier commitments made by International Energy Agency (IEA) members in March, of which approximately 321 million barrels have already been distributed.

The G7's announcement did not clarify how the release would be divided between crude oil and refined products, nor did it specify which countries would contribute. Earlier discussions suggested a potential 50/50 split between crude and products. The specifics are expected to be revealed during the IEA governing board meeting scheduled for October 14-15. Notably, European countries had committed to releasing 108 million barrels in March, yet only a fraction of that has been realized, with JPMorgan estimating that only about 16 million barrels of diesel have been released from Europe since the onset of the conflict in Ukraine.

The report highlights that while the G7's announcement may seem significant, the actual impact on global oil stocks may be limited. A full release could reduce global inventories from approximately 7.9 billion barrels to 7.8 billion, still above JPMorgan's stress threshold. However, diesel inventories are tighter, with OECD diesel stocks projected to drop to a two-decade low. If Europe were to take on a substantial portion of the diesel release, it could alleviate some immediate supply pressures, but the report emphasizes that the main issue lies not in the availability of emergency barrels but in the willingness of governments to utilize them.
