Rain Seeks Federal Charter for National Trust Bank Focused on Stablecoins
On October 5, 2026, Rain, a firm specializing in stablecoin payments, submitted an application to the Office of the Comptroller of the Currency (OCC) for a federal charter to establish Rain National Trust Bank (RNTB) in New York. This move comes shortly after the Independent Community Bankers of America (ICBA) filed a lawsuit against the OCC, challenging the regulations that facilitate such charters.
If approved, RNTB would function as a national trust bank, providing fiduciary custody of digital assets and U.S. dollars, reserve management for stablecoin issuers, and the issuance and redemption of U.S. dollar-backed stablecoins for institutional clients. Notably, RNTB would not accept customer deposits, open consumer accounts, or extend commercial loans, thereby maintaining a distinct operational model that separates client assets from the bank's own.
Rain's application follows a trend, as the OCC has already approved or conditionally approved at least 21 national trust banks, with a significant number linked to the cryptocurrency sector. The recent approval of Circle National Trust in July 2026 serves as a prominent example of this regulatory pathway. However, the ongoing ICBA lawsuit poses a potential obstacle, which could impact the approval process for Rain and other similar applications.
