France Proposes 31.4% Tax on Bitcoin Exchanges for Stablecoin Transactions

France is considering a significant tax measure that would impose a 31.4% capital gains tax on specific transactions involving Bitcoin and stablecoins. This proposal includes an exit tax on cryptocurrency assets valued at over 800,000 euros, which could affect a substantial number of investors in the country.

Additionally, the proposed regulations would require individuals to declare self-custodied wallet assets that exceed 100,000 euros. The French government is also contemplating allowing the carryover of losses from crypto assets for up to 10 years, providing some relief to investors who may have incurred losses in the volatile market.

However, these proposals have not yet been enacted into law. The French National Assembly recently rejected the revenue portion of the 2027 budget, meaning that the related tax measures will need to be resubmitted for further review before any implementation can occur.
