MSCI's Rule Is Final. Strategy and Metaplanet Now Wait for November 11.

MSCI said late Thursday that it will make "non-operating companies" ineligible for its Global Investable Market Indexes, adopting the rule it put to consultation in August. The change takes effect after the close on November 30, and MSCI will publish the list of affected companies on November 11.
Strategy closed down 9.56% at $136.83 on Friday, its first session after the announcement.
The screen works in two steps. A company first has to show that more than half of its total assets are operating in nature. Companies that fail that test move to five financial ratios: operating asset intensity, expense intensity, operating cash flow, non-operating fair value intensity and capital dependence. A company flagged on four or more is ineligible. Current index members are removed only if they fail in each of their two most recent annual filing periods, which gives some of them a buffer.
The rule replaces the temporary measures MSCI had applied to any company holding more than 50% of its assets in digital assets, including limits on secondary offerings and freezes on inclusion factors. It is broader than a crypto rule, since it covers any issuer that looks like a passive investment vehicle. MSCI named no companies in its decision. Its earlier simulation flagged Strategy, Metaplanet and Yellow Cake.
What is actually at stake
JPMorgan estimated that Strategy's removal could trigger about $2.8 billion of selling. In November it put the figure as high as $8.8 billion if other index providers followed MSCI's lead. An index exit is not a Nasdaq delisting, and it creates no obligation for Strategy to sell bitcoin. Strategy says it reports its bitcoin business as an operating segment under US GAAP, which is the argument it will make before November 11. The company's latest disclosed purchase was 250 BTC, taking its holdings to 848,250.
MSCI first proposed excluding digital asset treasury companies in late 2025. Blockhead covered the reaction when the Bitcoin community called for a JPMorgan boycott over the index exclusion plans. In January, MSCI declined to exclude treasury companies from its February review but promised a wider consultation on non-operating companies, so the risk was deferred rather than removed.
The timing is awkward for Strategy's capital structure. Blockhead reported in July that its dividend obligations had become a structural driver of bitcoin sales, and in August that it had sold stock rather than bitcoin to fund its reserve in a quiet week. An index-driven wave of selling would land on a stock that fell below $100 in June and has been supporting a preferred stock trading under its par value.
Metaplanet, which trades in Tokyo and calls itself Asia's answer to Strategy, is the other name MSCI's simulation flagged. Blockhead covered its rise in May 2025, when its stock climbed as the company joined the top bitcoin holders and triggered trading halts and a short squeeze. The same index mechanics that lifted both companies' profile with passive buyers now cut the other way.
The passive pipeline also reaches sovereign money. Blockhead reported in August that Norway's sovereign fund held a record 11,549 BTC of indirect exposure without buying any, almost entirely through Strategy shares held in broad equity indices. Whether other index providers follow MSCI will decide how far that exposure unwinds.
MSCI's rule is settled. Who it removes is not, and the answer arrives on November 11, with removals effective at the close on November 30.
