      Trump Announced “Super Intelligence” Era and Reached Agreement with Tech Giants on Four Levels of Oversight

      • In addition, Google, OpenAI, Meta, Nvidia, and others signed the president’s “super intelligence” safety agreement. 

      US President Donald Trump signed an executive order launching the era of “super intelligence” (Inaugurating the Era of Super Intelligence), directing that the term be used instead of “artificial intelligence” and “AI” in documents and communications across the federal executive branch. 

      That same day, Trump and the heads of Google, Anthropic, Meta, OpenAI, xAI, and Nvidia signed a voluntary agreement on internal controls, external audits, and safety oversight for advanced models.

      In the US, They Want to Say “Super Intelligence” instead of AI

      In the order, Trump said that modern systems are already going beyond the capabilities envisioned when the term “artificial intelligence” first emerged. According to him, they are increasingly augmenting human abilities, unlocking new forms of creativity, and enabling breakthroughs in science, medicine, and other fields that were previously impossible.

      “The term “Super Intelligence” more appropriately captures the promise, potential, and rapidly advancing capabilities of these technologies,” the document says.

      Under the order, federal departments and agencies must use “super intelligence” and “SI” instead of “artificial intelligence” and “AI” in:

      • Official correspondence
      • Public communications
      • Websites
      • Reports
      • Policy documents
      • Other non-statutory executive branch documents

      At the same time, previously issued regulations, presidential directives, contracts, grants, and historical documents do not need to be changed. The order itself defines “super intelligence” through the existing statutory definition of artificial intelligence. In other words, this is primarily a new federal label for technologies already covered by that definition.

      Separately, within 60 days, the president’s science and technology adviser must prepare proposals for a legislative definition of “super intelligence” and “SI.” They must include an assessment of whether the current definition of AI should be changed or expanded, relevant amendments to legislation, and recommendations for further presidential or executive action.

      Tech Giants Agree to Four Levels of Oversight

      During a meeting at the White House, representatives of leading technology companies also signed the White House Accord on “super intelligence” on joint commitments to responsibility for advanced technologies (White House Accord on Super Intelligence: Joint Commitment on Frontier Responsibilities). 

      David Sacks said that the signing of the accord by leaders of top technology companies was an important step toward ensuring the safe development of “super intelligence.”

      “I was honored to witness history as the leaders of the frontier lab companies signed the White House Accord on Super Intelligence, accepting responsibility for the safe development of their products and imposing new internal controls and external audits.“

      Signatories include Sundar Pichai of Google, Dario Amodei of Anthropic, Mark Zuckerberg of Meta, Greg Brockman of OpenAI, Elon Musk of xAI, and Jensen Huang of Nvidia, alongside Trump.

      The accord sets out four levels of oversight and auditing for companies that train and deploy frontier models:

      • Internal oversight systems — monitoring model capabilities and compliance during training and use, including with regard to cybersecurity, biosecurity, and chemical threats
      • An internal oversight team — a separate group must verify that the monitoring mechanisms are working and address any issues identified
      • Independent external audit — companies must engage independent auditors or evaluators to review these mechanisms
      • Board oversight — an independent board committee must receive reports from internal teams and external auditors, and oversee remediation

      Separately, the companies agreed to meet regularly to develop standards and best practices for the safe operation of systems. The document also notes that, over time, these measures could be enshrined in laws or regulations.

      Sundar Pichai said that Google has already invested hundreds of billions of dollars over the past two years in developing the technology, and is working on testing it, evaluating it, and other safeguard mechanisms.

      “The White House Accord and the Joint Commitment on Frontier Responsibilities signed today is a solid basis for moving forward – it contains real tangible steps to promote safe development, while delivering the economic and scientific benefits of this technology,” he wrote.

      Mark Zuckerberg called the agreement “a significant positive step,” noting that commitments to internal oversight and multiple layers of audits should increase people’s trust in the technology.

      As a reminder, earlier OpenAI published policy proposals for a world with super intelligence.
