OpenAI Proposes New Frameworks for Safe Development of Super AI

Sam Altman, CEO of OpenAI, recently presented three proposals aimed at ensuring the safe development of super artificial intelligence (AI) during a meeting with employees. The first proposal suggests the creation of a global regulatory body akin to the International Atomic Energy Agency, which would be responsible for inspecting advanced AI models and auditing their safety measures. Insiders indicate that Altman favors this approach as a viable path forward.

The second proposal draws inspiration from the European Organization for Nuclear Research, advocating for the collaboration of major AI laboratories into a unified organization. This would facilitate joint development efforts rather than fostering competition among different entities. The third proposal, referred to as the 'Eliezer Plan,' outlines a more extreme scenario where a leading AI company achieves recursive self-improvement and utilizes its economic power to dominate computing resources, effectively sidelining other developers. Altman emphasized that this idea, which includes the notion of 'melting down all other companies' GPUs,' is not a serious proposal but rather an illustration of potential risks.

OpenAI had previously suggested the establishment of an 'AI version of the International Atomic Energy Agency' in 2023, and Demis Hassabis, head of Google DeepMind, has also called for an 'AI version of CERN.' Currently, OpenAI, Google, and Anthropic are working towards forming a joint safety standards organization by the end of this year or early next year, although there are ongoing disagreements regarding the responsibilities for model safety testing. Altman expressed a desire to implement speed limits on AI development while acknowledging that OpenAI cannot afford to relinquish its competitive edge.
