Robinhood and Coinbase Stocks Decline Following Senate Vote on Clarity Act

Stocks of major financial technology companies, including Robinhood and Coinbase, experienced a decline in afternoon trading on September 15, 2026, after the U.S. Senate voted against advancing the Clarity Act. The legislation aimed to establish clearer market-structure rules for the cryptocurrency industry, which investors had anticipated would provide more regulatory certainty.

The Senate's decision to block the Clarity Act fell short of the 60 votes required to proceed with floor debate. Following the announcement, Bitcoin prices dropped by approximately 3%, while shares of Coinbase and Circle fell by 8% and 10%, respectively. This setback has raised concerns among investors regarding the future regulatory landscape for cryptocurrencies in the United States.
