America’s Credit Unions Advocate for Equal Digital Asset Opportunities Amid Stablecoin Legislation

America’s Credit Unions (AmCU) is actively advocating for credit unions to have equal access to digital asset opportunities as stablecoin legislation progresses in the United States Congress. On October 11, 2026, Chief Advocacy Officer Kathleen Coulombe led a policy discussion addressing the implications of the upcoming lame-duck session of the 119th Congress and the evolving regulatory landscape surrounding cryptocurrencies and stablecoins.

Credit unions are concerned that if members can invest in stablecoins offering competitive yields, it could lead to a significant loss of deposits. AmCU has highlighted this risk, warning that certain provisions in the proposed GENIUS Act could exacerbate deposit flight. The GENIUS Act aims to regulate stablecoins and designates the National Credit Union Administration (NCUA) as the supervisory authority for credit unions acting as stablecoin issuers or custodians, ensuring that oversight remains within a regulator familiar with the credit union model.

In addition to the GENIUS Act, the CLARITY Act, introduced as H.R. 3633, seeks to address broader regulatory questions regarding digital assets. AmCU is closely monitoring both legislative efforts, as their outcomes will significantly impact the competitive landscape for credit unions. Meanwhile, the NCUA is moving forward with proposals to enhance reporting on stablecoin activities, with comments on these proposals due by December 8, 2026, and potential implementation set for March 2027. AmCU's proactive stance aims to ensure that credit unions can compete effectively in the evolving digital asset market.
